Cheap is an adjective and it describes the kind or type of hotel that the felons are hiding in. Felons wouldn't be hiding in an expensive hotel because there would be easy ways for the police or the authorities that they are hiding from to find out their located and they would be thrown back into jail. So the best option for the felons to hid would be a cheap hotel because nobody would care if they are careful enough.
