The rate can be calculated below

[tex]rate=\frac{\text{laps}}{\text{time}}=\frac{4}{3}\text{ laps per minutes}[/tex]

1 minutes = 60 seconds

3 minutes = 180 seconds

Therefore,

[tex]\text{rate}=\frac{4}{180}=\frac{1}{45}\text{ laps per seconds}[/tex]
