Divide -9 from both sides which results in a flip of the sign (dividing or multiplying a negative to both sides results in a flip of the sign!)
You now have 
y =< -8
HelloWorld123
y≤-8
Is this what you meant?

If so, you divide each term by -9 and then simplify.
