Answer:

May we assume "f-'(x)" means the fiurst derivative of f(x)?  I'm not sure what f-'(x) sign means, if not that.  The answer assume this is the first derivative.  No graphs are shown, so I'll add one.

The graph would be a staight vertical line through x=2.  The slope of the line f(x) = 2x + 3 is 2
