A solution does not have to be a chemical reaction.  Salt and water is a perfect example.  Even though salt will dissolve in water, there is no chemical reaction going on.  Salt remains salt and water remains water.  The salt can easily be recovered by evaporating off the water.

Some solutions can be a chemical reactions but not all have to be.
