The problems of the early church were dealt with the Apostles. Peter dealt with Ananias and Sapphira. The Apostles were responsible for the spiritual oversight of the entire church. It happened when the first problems started to come about. For example, the widows complaining they weren't being treated right, and Ananias and Sapphira lied about their giving to the church. They picked 7 men to help who had certain qualifications. The Apostles oversaw the spiritual needs. The 7 leaders took care of the physical needs.
