To solve this question is it easiest to work out the amount of mix and the amount of water separately: 

Mix
2 cups of mix = 18 pancakes

determine how many cups of mix would be in 1 pancake: 

2 ÷ 18 = 0.1111111
0.1111111 cups of mix = 1 pancake

You can then determine how many cups on mix will be needed for 14 pancakes:

0.111111 X 14 = 1.5 (1 and a 1/2 cups)

Water:
3 cups of water = 18 pancakes 

determine how many cups of water would be in 1 pancake: 

3 ÷ 18 = 1.6666666
1.6666666 cups of milk = 1 pancake

You can then determine how many cups on water will be needed for 14 pancakes:

1.666666 X 14 = 2.3 (2 and 1/3 cups)
