The point slope formula of a line:

[tex]y-y_1=m(x-x_1)[/tex]

[tex]m=\dfrac{\Delta y}{\Delta x}\\\\\Delta y=-3,\ \Delta x=5\\\\m=\dfrac{-3}{5}=-\dfrac{3}{5}[/tex]

[tex](-2,\ 3)\to x_1=-2,\ y_1=3[/tex]

Substitute:

[tex]y-3=-\dfrac{3}{5}(x-(-2))\\\\y-3=-\dfrac{3}{5}(x+2)[/tex]

Answer: B.
