find the slope m
m=[83-51]/[3-1]----> m=32/2----> m=16

the slope m is 16

step 2
find the equation of the line with m=16 and (1, 51)
y-y1=m*(x-x1)-----> y-51=16*(x-1)----> y=16x-16+51----> y=16x+35

step 3
find the y intercept
we know that the y intercept is when x=0
so
for x=0
y=16x+35
y=35

the y intercept is the point (0,35)
